the history of our council:

At the end of World War I, there was citizen support for President Woodrow Wilson's inclinations for non-isolationist US foreign policy along with world engagement for democratic governance.


In 1918, the Foreign Policy Association formed to present programs and to foster citizen involvement in US foreign policy. Over time, by 1947, it had established a network of independent community councils. In 1955, the Indiana Council on World Affairs, Inc. was incorporated as a non-profit organization.

Later, in 1986, the World Affairs Councils of America established an independent headquarters in Washington, DC to provide national leadership for the local councils.


Today, the World Affairs Councils of America and the Foreign Policy Association work together in maintaining an influential national and international presence in US foreign policy examination.


The Indiana Council on World Affairs (ICWA) provides an Indiana presence for both the World Affairs Councils of America (WACA), as a member council and as an administrator of the Academic WorldQuest; and, the Foreign Policy Association (FPA) as an administrator of the Great Decisions.

ICWA members are critical to our mission that aims to support the greater Indianapolis area by facilitating a non-partisan dialogue on world topics.

Our program season runs July through June and includes:

  • Distinguished Speaker program: 7 events

  • Great Decisions program: 6 - 8 events

  • International Adventures: 3 – 6 events, plus invites from partner organizations focused on international affairs

  • Academic WorldQuest(TM): 1 state-wide event (usually in February) to select team to represent Indiana in the national competition in Washington, DC (usually in April)

The Council is a 501(c)(3) non-profit organization and contributions are tax-deductible.

Contributions to ICWA support our speaker costs and Educational Outreach initiatives to college, university and high school students (foreign or American) across Indiana.
